Drought - Pakistan

The Government of Balochistan (GoB) continued distribution of immediate relief supplies to drought affected people of the province. However, it is now also concentrating on a range of rehabilitation measures in the water, forest, livestock, roads, public health engineering, agriculture, and irrigation and power sectors by making use of funds accruing from donations to the drought relief fund as well as allocations made by the provincial government. The GoB's planned rehabilitation activities include ground water exploration through windmills, extension and improvement of karezes, expansion of animal health facilities, construction/improvement of roads and water supply schemes, procurement of seed and construction of delay action dams in drought-affected areas. Details of GoB's various planned rehabilitation initiatives are given at Annex A.

UNDP, on the request of GoB, has provided funds from Drought-2000 Relief Assistance Project (PAK/00/003) to conduct a rapid household survey in 24 districts of the province. The objective of the survey is to determine the impact of drought on agriculture, livestock, water and sanitation, health and nutrition and water sectors. Earlier, the Provincial Drought Management Committee (PDMC), in close coordination with Disaster Management Support Office (DMSO), had constituted five sectoral groups, to design a questionnaire for periodic rapid household surveys. The respective sectoral groups, each group having a core membership of one UN subject specialist, one government counterpart, and one member from NGOs, finalized the questionnaire to be used for the first rapid household survey. The provincial Bureau of Statistics, under the overall administrative supervision of the GoB's Planning & Development Department, has fielded 12 survey teams in the drought-affected districts on 6 November, 2000. The survey teams would collect relevant data from 30 villages in the affected areas and 15 villages in the non-affected areas of each district. The field data would arrive at Bureau of Statistics during the third week of November, 2000 where it would be analyzed for preparation of sectoral group reports. The Final Report of the survey would be released in December, 2000.

The Special Advisor on drought to the UN Resident Coordinator completed his assignment on 19 October 2000.

UNICEF office in Quetta has been continuously monitoring the drought situation in the affected areas, particularly in terms of outbreak of diseases and shortage of supplementary food for children under two years and lactating mothers and drinking water. UNICEF's relief assistance provided so far for the drought affectees of Balochistan province consisted of 5 essential medicines, UNIMIX food, hand pumps, water storage pumps, jerry cans, construction of pit latrines and disposal of solid wastes. Details of relief assistance provided by UNICEF so far are reflected in Annex B.

According to WHO office in Quetta, the general situation in the drought-affected areas is likely to worsen in the event of insufficient winter rains. Scarce availability of potable water and suitable food will cause more health problems and the need for medical assistance. To mitigate the sufferings of drought affectees needing health care, WHO provided Rs. 512,300 (equivalent to US $10,000) for procurement of 53 items of common ailment medicine for distribution by Relief Commissioner Balochistan. The Relief Commissioner, in close collaboration with the Pakistan army, has been dispatching these medicines to drought-affected districts for use in mobile and static health facilities in the drought affected communities. Details of relief assistance provided by WHO are given in Annex C.

On the onset of drought in Balochistan early this year, WFP also assessed the situation and provided 32 metric tons of edible oil as an immediate relief support to drought affectees of Khuzdar and Lasebela Districts. This assistance was provided from March to July, 2000. Distribution details of WPF's relief assistance are given in Annex D.

The refugees population in Balochistan has been affected by recent drought due to reduced access to water both for human and animal consumption, reduced access to grazing for livestock with significant livestock losses and an increase in the incidence of water borne diseases. UNHCR office in Quetta has therefore taken a number of direct measures to address the problem of access to water and increased surveillance of the population's morbidity to ensure adequate control of the situation. It provided 16 items of immediate relief worth Rs. 1.02 million (equivalent to US $19,000) for drought affectees of the Balochistan province. It has now started consolidating 26 scattered and lowly populated refugee villages into 8 clusters in Pishin, Gulistan, Loralai, Chagai and Quetta districts. This operation will ensure optimum and cost-effective use of resources and will facilitate general provision of assistance in terms of health care, education and community development. Families affected by this exercise will receive assistance in the form of shelter, domestic items, and transportation for humans and livestock. In the selected sites, water supply schemes are being strengthened alongside the medical and educational facilities. In addition, 3 new schools are being constructed in Pishin, Gulistan and Loralai districts and 16 schools are being expanded with additional classrooms and latrine facilities in Pishin Gulistan, Loralai and Chagai districts for the affected families. For better health facilities to affected population, 8 Basic Health Units (BHUs) are also being expanded in Loralai, Pishin, Gulistan and Chagai districts and 1 new BHU is being planned in Loralai district. Details of relief assistance provided by UNHCR are reflected in Annex E.

The Non-Governmental Organizations (NGOs) also continued their participation in relief assistance activities in the drought-affected areas. OXFAM, an international NGO, has been assisting drought relief operations in Khuzdar and Chagai districts by supplying food supplies, medicine, agricultural equipment, installation of hand pumps and animal feed. Relief Forum, a representative body of local NGOs participating in drought assistance operations, has provided potable water through water tanks and minor ailment medicines in the drought affected communities. Details of NGOs' relief assistance are given in Annex F.

A summary of national and international response in the form of cash and in-kind relief assistance for drought stricken areas of Balochistan and Sindh provinces is given at Annex G.

With this assistance and NORAD's funds ($22,000) received through UNOCHA, Balochistan Area Development Programme of UNDP has arranged preparation of 200,000 Urea Molasses Blocks (UMB) to supplement the poor grazing and crop residue feeding of 30,000 breeding sheep and goats in the hard hit areas of the Balochistan province. The first installment of 30,000 UMBs was handed over to the Balochistan Relief Commissioner on 23 September, 2000. The remaining quantity of 170,000 UMBs is being produced in Quetta and would be handed over to the Balochistan Relief Commissioner during coming months.
