As a introduction to the Global Compact Launch in Pakistan, a media briefing took place on 15 May 2003 in Islamabad.
Speakers included Mr. Humayun Ahktar, Minister of Commerce; Mr. Hafiz Pasha, UN Assistant Secretary General and Director UNDP/Regional Bureau for Asia and the Pacific; Mr. Fasihul Karim Siddiqui, Chairman Employers’ Federation of Pakistan; Mr. Onder Yucer, UN Pakistan Resident Coordinator; Mr. Hans Lokollo, ILO Resident Representative; and Mr. Purnaka L. De Silva, Senior Advisor Global Compact.

Pre-Launch Workshop on Global Compact As a part of the Global Compact promotional efforts, the Employer's Federation of Pakistan organized a Pre-Launch Workshop on Global Compact in Karachi on 27 Septembr 2003. Chief Executive Officers and Heads of Multinationals and Local Enterprises of Pakistan, as well as prominant members from abroad were invited to address the participants.
First Global Compact Steering Board Meeting After the successful Media Launch of the Global Compact, the UN Country Office in Pakistan proposed a Global Compact Steering Board to oversee the implementation efforts and follow-up activities of the GC initiatives. The first Steering Board was convened on 1 October 2003 in Islamabad. The purpose of this meeting was to establish a common understanding of the roles and responsibilities of Global Compact Steering Board and other stakeholders, and to set a direction for the Global Compact process in Pakistan. The composition of the Steering Board is as follows:
Second Global Compact Steering Board The second Global Compact Steering Board meeting was convened on 16 January 2004. As a followup to the decision made in the first Steering Board meeting that the hosting of the event would be rotated amongst the members, the second meeting was hosted by Shell Pakistan Limited in Karachi.
Third Global Compact Steering Board Meeting The Third Global Compact Steering Board Meeting was convened on 26 th May 2004 and was hosted by Packages Ltd in Lahore. The purpose of the meeting was to finalize the composition, structure and resources of the Global Compact Foundation. As the Steering Board recommended the establishment of the Global Compact Foundation, the Board members passed a resolution on the dissolution of the present Board, as and when the Global Compact Foundation will be established under the Companies Ordinance 1984.
Global Compact Pakistan Foundation The National Steering Board for the Global Compact decided unanimously to establish a Global Compact Pakistan Foundation as a non-profit company under the Companies Ordinance 1984, with an independent Board overseeing performance and a Global Compact Foundation Office to manage operations. The Global Compact Foundation will serve as the main institutional framework for the Global Compact for engaging with stakeholders to initiate, facilitate, guide and support events, projects, partnerships, networks, dialogues and research. By organizing itself along functional lines and within that structure, thematically, the Foundation would be able to mobilize the stakeholders and provide quality assurance for all activities, sharing of information to and from partners and networks as well as provision of necessary tools. Strategic Framework for the Global Compact in Pakistan In order to organize the work of the Global Compact in Pakistan, a number of issues and challenges have to be factored in. These include enhancing the level of awareness and depth of understanding amongst stakeholders of the issues surrounding the Global Compact; creating ownership of the principles of the Global Compact amongst stakeholders leading to integration of the Global Compact principles in their business plans; establishing public-private networks for action, learning and sharing; mobilization of business, governmental and civil society resources at the district level to achieve enhanced outreach for the Global Compact to local communities and SMEs; creating a positive image for the Global Compact in Pakistan by focusing on the opportunities it creates for increased integration within the global economy; and ensuring that the Global Compact initiative consciously addresses issues related to gender and other marginalized segments of society in a way that leads to the achievement of the Millennium Development Goals. Proposed Strategy In view of these challenges and based on the interaction with the stakeholders, a four-pronged strategic framework is proposed:
Resource Mobilization Resources required for undertaking these activities would be mobilized through the corporate sector, donor agencies and through a number of fund-raising instruments. However, by leveraging existing resources and tapping into existing networks/platforms as a strategy, an attempt would be made to minimize focus on fund raising and look for opportunities for partnership that creates win-win situations without necessarily requiring large amounts of funds. The office of the Global Compact Foundation has been established in Lahore, courtesy of a donation by Packages Ltd. The Office is located in the Ali Institute of Education and a full time Program Manager has been appointed, presently funded by the UNDP Pakistan. Staff and logistics support, equipment and other facilities have also been kindly donated by Packages Ltd. In line with the agreement between the Secretary-General and the Administrator of the United Nations Development Program (UNDP) in 2000, the UNDP Pakistan Country Office has been performing the role of the agency responsible for leading the introduction and promotion of the Global Compact in Pakistan. Through admirable support by other UN Agencies, ILO and UNIDO in particular, these agencies are serving as the guardians of the ten principles of the Global Compact in the areas of human rights, labour, environment and anti-corruption. The UNDP has so far invested substantial financial and technical resources to help develop a Pakistan network for the Global Compact and the UNDP Resident Representative served as the Chairman of the National Steering Board. This commitment of the UN System to the Global Compact and its principles will continue in the future as the UN team in Pakistan seeks to engage meaningfully with its partners in the civil society and in the private sector to promote better corporate governance and corporate social responsibility. A small Global Compact Focal Unit has been working in the UNDP for nearly two years now and an UN Inter-agency Team is also being set up to improve coordination on Global Compact related issues and initiatives within the UN system.
