Protection
and Rehabilitation of Child Domestic Workers through Education and Skill Enhancement
Proposed Duration: April 2001- March 2003
Objectives:
- Children currently working as domestic servants in three urban localities
(Islamabad, Peshawar and Quetta) will be protected and rehabilitated through
education and skill enhancement.
Activities:
- Carry out a rapid survey in slum area(supply side) and posh area(demand
side) to identify size and situation of domestic child worker, prepare report
and enlist 1000 child domestic workers selected by the Departments at three
sites, of which 100 under hazardous working conditions for immediate social
protection;
- Create awareness among the middle and upper middle class of the society;
- Engage lawyers, groups and institutions to assist in understanding and interpretation
of laws on the issue of child Labour in domestic work and suggest amendments;
- Prepare a draft legislation to cover the domestic service, review study
and propose domestic work including better financial rewards and reduced working
hours;
- Develop monitoring system in the Social Welfare Department to ensure progressive
improvement in working conditions; in collaboration with Labour Department;
- Operate a referral system with medical teams and establish nine new non-formal
education centres for child domestic workers;
- Identify trades and provide vocational training to about 350 children above
age 12 and 150 female family members, specially mothers;
- Organize three training courses at three locations for 30 officers, carry
out periodic evaluation of progress, organize the seminar and prepare the
seminar report.
Remarks:
This programme is aimed at the child domestic workers, and
thus girl child becomes a 70 percent of the target group.
