This paper delineates the various forms of absence or the imbalance created due to lack of equal opportunities for education with focus on primary education. It relies upon documented data only of public schools. It takes into account the fact that the children in these institutions already do not have equal opportunity in education, highlighting the fact that the concept of equal opportunity has not been considered at the policy level. The research also provides gender specific data on the issue and recommends that there is dire need to initiate a socio- cultural attitudinal change at the community level, thereby tackling the bias, discrimination and inequality which has negative connotations, particularly for education.
