This manual is an outcome of the Quality Assurance (QA) project initiated by the Association for Voluntary Surgical Contraception (AVSC) and executed by the Non-Governmental Organization Coordinating Council (NGOCC). The manual sets national standards for clinical family planning (FP) and maternal and child health (MCH) services, which are to be maintained at all centers providing FP/MCH services in the government as well as non-government sectors. It also spells out the national policy for each type of contraceptive method used in the country. The main objective of the manual is to define and establish minimum standards in order to improve the quality of FP/MCH service delivery in the country. Improving the quality of service implies offering the client a choice of contraceptive methods, and allowing and guiding the client to reach an informed decision about the method to adopt. It also relates to the technical competence of service providers, their counseling and communication skills; availability of contraceptive supplies; maintenance of records; updated information; follow up; and referral system.
