Strategic planning: UNAIDS supports national and provincial AIDS Control Programmes to generate strategic information for evidence-based planning, preparation of AIDS strategies and reporting on national and international commitments.
Resource mobilisation: UNAIDS supports resource mobilization for the national response to the HIV epidemic in the country. UNAIDS also supported internal resource mobilization with technical support in the preparation of the Planning Commission for the four provincial AIDS Control modules. UNAIDS also works with in-country donors to mobilise resources for HIV response.
Leadership and advocacy: UNAIDS is the main advocate in the UN for national AIDS response. UNAIDS focuses on targeted advocacy at policy and decision-making levels, with media and religious leaders, and increasing overall awareness on HIV and AIDS among the general population. UNAIDS has a mandate to strengthen the political commitment for an effective AIDS response in the country.
Capacity building: UNAIDS provides technical support to the public and NGOs and community-based organizations (CBOs) in various aspects of HIV prevention, treatment, care and support.
Human rights and gender: UNAIDS supports Government and CBOs, particularly the association of people living with HIV (PLHIV) and those working with male and female PLHIV, to support and address human rights issues of key populations and people living with HIV. UNAIDS also works with the judiciary and the legal community to highlight human rights issues of key populations and people living with HIV. In collaboration with national partners, UNAIDS looks for ways and means to address stigma and discrimination faced by key at-risk populations and PLHIV.
Strategic direction and coordination: UNAIDS coordinates and provides strategic guidance to the Joint UN Team on HIV in their respective agencies’ work related to HIV and AIDS.
Support to Global Fund processes: UNAIDS and WHO represent the UN in the Country Coordination Mechanism (CCM) for the Global Fund on AIDS, TB and Malaria (GFATM). UNAIDS supports national and provincial programmes in proposal preparation to GFATM and supports the national and provincial AIDS programmes and private sector principals and sub-recipients in implementing GFATM grants. UNAIDS also serves as Chair of the CCM Oversight Committee.
Dr. Mamadou L. Sakho, UNAIDS Country Coordinator
Dr. Mamadou L. Sakho is a public health physician specialising in HIV/AIDS and STIs. He graduated from the University of Dakar and served as District Medical Officer for the Ministry of Public Health’s National AIDS Control Programme in Senegal. From 1990 to 1995 he studied at the US Centres for Disease Control, Johns Hopkins University, as well as institutions in England, France and Belgium.
He worked for UNDP Senegal in the AIDS programme for 5 years before starting his career at UNAIDS in January 1996. Dr. Sakho was UNAIDS Regional Advisor for West and Central Africa from 1996 to 2003. In September 2003 he was appointed UNAIDS country Coordinator for Burkina Faso. In 2008 he was reassigned to Cameroon. He was UNAIDS Country Director in Democratic Republic of Congo from 2012 to 2015.
