Description (Background & Justification)
The
programme module is a component of a comprehensive Demand Reduction Programme
for Pakistan, the preparation of which has been prompted by (a) the United Nations
General Assembly Special Session on the World Drug Problem 1998, and (b) Pakistan's
Masterplan on Drug Abuse Control 1998-2003 that was approved in February 1998.
The programme module aims at reducing the demand of illicit drugs through initiating
drug abuse prevention campaigns, in selected districts, targeting young people
between the ages of 12 and 24. The primary activities will include: a) support
to community-based drug abuse prevention activities for youth; b) design and
implementation of up to two studies to further enhance the understanding of
selected aspects of drug abuse among young people, with the view to design additional
programme modules on drug abuse prevention; and, c) the sensitization of policy-
and decision makers on the drug abuse problems in the country, with the aim
of infusing drug demand reduction into the agenda of other agencies in their
ongoing programmes.

Institutional Setting and Implementation Arrangements Execution
This
programme module has been executed by UNODC. The Government counterpart is the
Narcotics Control Division (NCD). The UNODC Country Office for Pakistan will
implement this programme module in close collaboration with the NCD/ANF, Provincial
Governments, District Governments and NGOs/CBOs. Project implementation will
be monitored through the bi-monthly meetings of a Steering Committee comprising
of UNODC and Government counterparts.
