Project Description (Background & Justification)
This programme module is a component of a comprehensive Demand Reduction Programme for Pakistan whose preparation has been prompted by (a) the United Nations General Assembly Special Session on the World Drug Problem 1998, (b) Pakistan's Masterplan on Drug Abuse Control 1998-2003 that was approved in February 1999, and c) the Government of Pakistan's recent decision to establish a replicable model of a drug treatment centre. The immediate objective of this programme module aims at establishing a network of seventeen drug treatment and rehabilitation centres that will deliver quality treatment and rehabilitation services for drug addicts. The network will comprise of existing treatment facilities established by UNDCP within the Government sector under a previous project, facilities run by NGO's, and a model treatment centre to be established by the Government in Islamabad. Main activities will include: a) an assessment of the treatment and rehabilitation services both in the public and private sector, b) the development of minimum standards of care for drug addicts, c) the preparation of a treatment and rehabilitation protocol/concept, d) the training of technical staff working at the selected centres, and e) the provision of referral and rehabilitation services through NGO=s/CBO=s and community health workers that will be trained and linked to the treatment centre network. Particular attention will be given to the training on treatment and rehabilitation of women and child addicts with the view to establish at least outpatient services for women and children at some of the participating centres. With the support of policy makers, a technical task force will be constituted to secure government support for the implementation of this programme module and to contribute towards ownership and sustainability.

Counterpart, Institutional Setting and Implementation Arrangements Execution
This programme module has been executed and managed by UNODC. The Government counterpart is the Narcotics Control Division (NCD). A national Project Manager is heading the programme module. Programme implementation has been monitored through the monthly meetings of a Steering Committee comprising of UNODC (Representative UNODC Country Office for Pakistan and Project Manager) and representatives of NCD/ANF.
