Assembly Special Session on the World Drug Problem 1998, (b) Pakistan's Masterplan
on Drug Abuse Control 1998-2003 that was approved in February 1999, and c) the
Government of Pakistan's recent decision to establish a replicable model of
a drug treatment centre. The immediate objective of this programme module aims
at establishing a network of seventeen drug treatment and rehabilitation centres
that will deliver quality treatment and rehabilitation services for drug addicts.

and a model treatment centre to be established by the Government in Islamabad.
Main activities will include: a) an assessment of the treatment and rehabilitation
services both in the public and private sector, b) the development of minimum
standards of care for drug addicts, c) the preparation of a treatment and rehabilitation
protocol/concept, d) the training of technical staff working at the selected
centres, and e) the provision of referral and rehabilitation services through
NGO=s/CBO=s and community health workers that will be trained and linked to
the treatment centre network. Particular attention will be given to the training
