Description: 

The overall objective of Phase-I of ‘Support to Good Governance' was to support NRB in conceiving, designing and facilitating the implementation of a strategic National Reconstruction agenda for establishment of genuine democracy with sustainable and durable Good Governance. Support to (i) a consultative process involving key stakeholders to build consensus on national reconstruction agenda, (ii) restructuring agenda of NRB approved by the NSC and (iii) implementation of selective strategic reconstruction initiatives agreed between UNDP and NRB were three immediate objectives of Phase-I. The project significantly contributed to the outcome of SRF under its thematic area of local governance and decentralization policies. The outcome evaluation conducted in February 2003 with thematic focus on decentralization policies recognized the significant contribution the project has made in this area.

Strategic focus of Phase-II is to analyze, consolidate and improve upon the work completed during phase-I of the project for advancement of devolution program. Phase-II also supports the implementation of reconstruction initiatives identified and formulated during phase-I of the project by sponsoring research and analysis in related fields. Moreover, formulation of certain new initiatives necessary for the completion of reconstruction agenda forms the basis of phase-II, which is being carried out through strategic alliance with partner organizations both in public and private sector, civil society and donor community. Linkages are being developed with research institutions of similar nature both nationally and internationally to maximize impact and achieve complementarities. The overall objectives of the project remain the same as those defined for Phase I.

Description: 

The Devolution Trust for Community Empowerment (DTCE) is a non-governmental organization created by the Government of Pakistan though the National Reconstruction Bureau (NRB) to proactively promote the community participation elements of the Local Government Ordinance 2001.

UNDP aims to support the devolution initiatives by providing policy support, technical assistance and mobilizing resources for the implementation of a holistic community empowerment framework conceived by the Government of Pakistan through the Local Government Ordinance 2001 and the establishment of Devolution Trust For Community Empowerment. UNDP strategy is to provide an integrated support to the design and implementation of devolution by developing synergies with and exploiting complementarities among its various programmes in order to maximize the impact and sustainability of UNDP interventions. It also attempts to forge partnership at different levels of government, donors, CSOs and NGOs, towards the same ends.

UNDPs Support to DTCE project is designed to develop close collaboration between the government at national and sub-national levels, elected local councilors, CCBs, NGOs/CSO, private sector and donors; and to clarify roles and responsibilities of different partners. The project aims to achieve this objective through Institutional capacity building of DTCE; Capacity building of all the stakeholders and partners to ensure successful implementation and sustainability of DTCE; Effective community participation in local governance; and Promotion and assistance to voluntary associations of local nazims and councilors at district, tehsil, and union levels.

Description: 

The overall objective of EIROP is to enhance the well being of the people of NWFP by making the public sector more effective, efficient and responsive through decentralization, informed decision making and capacity building, working towards a system which is participatory, gender sensitive, transparent and accountable to beneficiaries . Phase 1 of the project was designed to ensure good governance in the province through improved transparency, accountability, access to information, effective public sector service provision and regulatory capacity of the state, as well as decentralization and participation. The project during its first, amongst its other achievements, assisted the Government of NWFP with implementation of the devolution plan through awareness and capacity building of district administrators and elected representatives to perform a number of new functions, including a high degree of understanding of the Local Government Ordinance and developing the main body of rules, regulations and guidelines for operationalization of the LGO.

The second phase of EIROP focuses on issues of participation, responsiveness and accountability. For this purpose the project comprises three main components with three major respective objectives:

  • The capacity of local governance institutions to implement the devolution framework, as provided for by LGO 2001, is enhanced and the necessary systems and procedures are in place and operational.
  • Transparency and accountability of local governance institutions is enhanced and local services are more accessible and responsive to all, women and poor in particular
  • Access to public services, in particular justice, is ensured for everyone at the grassroots, notably for women and the poor. In terms of access to justice, the project will assist the establishment, operationalization and capacity development of Musalihati Jirgas, Mohtasibs, and other informal conflict resolution mechanisms, as envisaged by the LGO 2001.

Gender is an integral crosscutting in all programmatic activities. The project includes clear output targets for gender related policy research, gender disaggregated data collection, and gender components for the capacity development initiatives. Moreover gender strategy of the project will be finalized on the basis of an MoU to be agreed with the Gender Support Programme, where respective areas of support will be delineated in a complimentary manner.

Description: 

Balochistan Trial District Management Project (BTDMP) was initiated in December 1997 as a focused intervention based on promotion of good governance through participatory monitoring, planning, and data collection for better access to social services in selected union councils of Kachi and Loralai districts of Balochistan. The institutional systems established under the project are being replicated in all the union councils of Jhal Magsi, Barkhan, Loralai and Bolan districts under the Support to Devolution Reforms in Balochsistan (SDRB) project.

The Support to Devolution Reforms in Balochistan (SDRB) project is a key governance initiative of UNDP, implemented by the Government of Balochistan, Planning and Development Division. Its objective was to improve public service delivery mechanisms through institutional reforms necessary for the decentralization of public sector services; developing Participatory Information System as a decision support system; human resource development for sustainable use of resources and ensuring community participation at grass roots for effective monitoring; and planning and implementation of development activities with gender mainstreaming as a cross-cutting there. The SDRB project has supported the devolution process by:

  • Strengthening the capability of local councils and line agencies to implement sustainable, decentralized and participatory development;
  • Community mobilization and participation initiatives, in order to improve public services delivery and monitoring, development schemes planning and implementation, and local resources mobilization, notably through the formation of village councils and CCBS;
  • Developing improved linkages between existing public sector, local government institutions and beneficiary communities;
  • Developing a participatory GIS/MIS system, used by the district governments for monitoring, planning and implementation of development activities, through the establishment of District Management Information Centers in both districts. These information systems also provide sex-disaggregated data in various sectors ;
  • Providing policy recommendations on the Local Government Plan, and research studies in the areas of gender, education and health for the provincial government;
  • Developing and demonstrating model field governance practices, for further duplication in the province and at the federal level;

Mainstreaming gender issues into all above-mentioned initiatives and process.

Description: 

Supporting Democratic Electoral Processes in Pakistan (SDEPP) Phase I was designed with an overall objective to “contribute to the improvement of democratic governance practices through strengthening of electoral processes in Pakistan by (i) modernizing the ECP (Election Commission of Pakistan) and (ii) at the grassroots level through the intervention of civil society organizations to mobilize women's participation in the electoral process”. Phase I of the project was evaluated in September 2003 by an independent evaluation mission that testified to the achievements of the project and at the same time made recommendations for realignment of certain activities under further electoral support. The recommendations were incorporated in the design of Phase II of the project.

‘Strengthening Electoral Processes to Ensure Greater Participation in Pakistan (SDEPP Phase II)' consolidates the achievements of the first phase and aims at increasing participation of the Pakistani people in the electoral process through advocacy, civic education and voter information activities. It addresses some of the fundamental aspects of electoral management such as improved measures for voter registration and forging stronger alliance between ECP and other stakeholders including the civil society organizations, media, research and academic institutions.

The project has two main components:

  • Sustained institutional support of the ECP as a democratic independent electoral body; and
  • Support to the participation of all Pakistani citizens in the electoral processes

SDEPP II has a country wide coverage and is working primarily with the Election Commission of Pakistan, NGOs, political parties and media representatives as well as other target groups of the project, especially women and socially excluded communities.

The ‘Support to Parliamentary Strengthening' project aims to promote “effective and efficient parliamentary procedures, services, management and administration established to help members of both houses fully perform their oversight, legislative and representative functions”.

The project activities are designed to support the organizational structure of the secretariats of both houses for parliamentary staff; legislative functions of the parliament through enhanced lawmaking skills, improved procedures and adequate staff support; procedures to promote more effective oversight and legislative scrutiny by the Senate and the National Assembly; parliamentary information services to provide timely assistance to members, the media and the public; qualitative and quantitative improvement in the participation of women members in all activities of the two houses; and, mechanisms for regular and positive interaction between civil society and the parliament.

Project Title: Pakistan Action Research and Development in Government and Management (PARADIGM)

Description: 

‘Pakistan Action Research and Development of Governance & Management ( PARADIGM)' project was designed with an over all objective to ‘provide catalytic support to, and reinforce innovative governance initiatives of the public, private and civil society organizations'. PARADIGM promotes good governance enabling environment through four strategic entry points: (1) Citizen's rights and security; (2) Transparency and accountability; (3) Decentralization and local empowerment; and (4) Policies and strategies to address issues related to governance-poverty alleviation nexus.

The main objectives of the project are:

  • Provide catalytic support to, and reinforce innovative governance initiatives of the public, private and civil society organizations. 
  • Enhance the knowledge base and documentation of governance issues and learning experience. 
  • Enhance capacity of national institutions to enable them to contribute to the design and implementation of governance reforms.

PARADIGM action research products include policy analysis, draft laws and ordinances, implemented trial projects, learning experience case studies and their dissemination, training packages, and advice from highly qualified programme consultants as well as networks of mutually supporting change agents.

Through one component of the project, UNDP Pakistan is providing one-year technical and financial assistance to the Securities and Exchange Commission of Pakistan, to encourage good corporate governance practices and establish a sound regulatory framework for the corporate sector in Pakistan, in order to revive investors' confidence that is critical for sustainable economic growth, which in the long run will lead to poverty alleviation. The Securities and Exchange Commission has identified the following priority areas for improvement of the corporate governance framework in Pakistan: implementation of the Code of Corporate Governance on the basis of inputs from both the public and private sectors; creating awareness among stakeholders; capacity building of the Securities and Exchange Commission; and networking with other emerging markets. Groundwork for the establishment of an institute of corporate governance in Pakistan has also been conducted. A Study on Corporate Social Responsibility (CSR) is also being conducted by the SECP component.

Another component of the project focused on Public Service Delivery . Through this component, UNDP Pakistan has provided two-years technical and financial assistance to the Citizen-Police Liaison Committee (CPLC) in Karachi, in order to strengthen its data management capabilities, by developing a Crime Management and Spatial Analysis System, that is operationally used by the police, and that the CPLC manages through an Internet network, on a day-to-day basis. The Crime Management System includes integrated software for registering FIRs, maintaining the data of stolen/snatched vehicles, as well as of jail and crime records. After the CPLC carried out the demarcation of the boundaries of Towns on the digitized map of Karachi as per the new devolved set up, these relational databases were linked to a GIS system, and provided for spatial crime analysis. With UNDP assistance, the CPLC also operationalized a Call Response Center and a web site, providing an alternative window for citizens to register FIRs and claims.

The project also provided support to LANGOS, SAFMA and MOST in order to enhance their capacities in Study/Research, Documentation and Technology Foresight. In addition, a Lahore based NGOs Directory has been completed by LANGOS and support has been provided to ongoing pilot initiatives and development of new pilot initiative with Pakistan Post Department.

Project Title: Access to Justice Through Integrated Legal Aid Services

UNDP is committed to using a human rights-based approach to access to justice. Access to justice in this sense relates to the ability of people from disadvantaged groups to prevent and overcome human poverty by seeking and obtaining a remedy for grievances through formal and informal justice mechanisms in accordance with human rights principles and standards. The overall goal of the proposed ‘Access to Justice through Integrated Legal Aid Services' project is to assist the most disadvantaged segments of the society in improving their conditions through better access to justice. The project design revolves around four strategic objectives:

  1. To provide accessible quality legal aid services at low cost for the most disadvantaged segment of the society, in particular women and the poor
  2. To raise awareness among disadvantaged groups about their rights and the mechanisms available to them for seeking remedies in case of violation of those rights.
  3. To complement and develop strong linkages with formal and informal structures, particularly Alternate Dispute Resolution mechanisms.
  4. To develop a model of legal aid services delivery that is sustainable, scalable and replicable.

Trade Initiatives from a Human Development Perspective (TIHP) was designed with an overall aim to “provide support to the Government of Pakistan and other stakeholders including private sector and workers in ensuring that the country can strategically seize the opportunities of global economic and trade integration for advancing national progress in human development and poverty eradication”. The specific objectives of the project are:

  • Provide inputs to the GOP through feedback from policy action research and stakeholders that will assist in domestic policy formulation on WTO issues.
  • Build the capacity of GOP, academic institutions, research organizations and other civil society organizations to address trade-related issues that have or could have implications for the poor and marginalized.

TIHP has three integrated components including:

  • Technical Support Documents (TSD) Identifying Potential Trade-Related Human Development Issues and Measures to maximize the positive impact on Human Development in Pakistan.
  • Consultative Meetings with Key Stakeholders on the Studies/TSD's to Stimulate Discussion on Trade Issues.
  • Development and Implementation of Modalities Recommended by the Studies/TSD's.

Global Compact

United Nations Secretary-General Kofi Annan first proposed the Global Compact in an address to The World Economic Forum on 31 January 1999. The Global Compact's operational phase was launched at UN Headquarters in New York on 26 July 2000. The Secretary-General challenged business leaders to join an international initiative – the Global Compact – that would bring companies together with UN agencies, labor and civil society to support nine principles in the areas of human rights, labor and the environment.

The Global Compact is an expression of common values and goals of participating companies, UN agencies, labor and civil society organizations. These common values are best expressed by partnership projects contributing to the achievement of the UN Development Millennium Goals . Through partnership projects, Global Compact participating companies can pool their knowledge and expertise with development organizations, be they UN agencies, state agencies, labor or NGOs. The objective of such partnership projects is to help develop the host country of a Global Compact firm's operation, by using the UN Millennium Development Goals and The Ten Principles of the Global Compact as guidelines.

The UN system is planning to launch the Global Compact in Pakistan later this year, as a framework for better interaction and increased partnership between the public and the private sectors, with the ultimate objective to promote and support development in Pakistan.

Project Title: Capacity Development for Aid Coordination

Description: 

The unprecedented relief, recovery and reconstruction needs resulting from the 8 October 2005 earthquake in Pakistan has resulted in greatly increased international support, with recorded pledges now in excess of USD 6 billion. Pakistan’s management, planning and aid coordination systems are therefore facing a huge growth in the volume of assistance being received and the number of organizations requiring coordination around the priorities articulated by Government.

This project responds to the Government’s request for UNDP assistance by delivering a package of support for aid management. This package comprises a capacity development component, including technical support and training, and an information management system. 

The project will augment and reinforce existing aid coordination capacities within the Economic Affairs Division (EAD), the Division mandated as the national coordinating authority for development assistance. Additional national capacity for information outreach, analysis, database management, and communication will be provided, including, where requested, to the Earthquake Reconstruction and Rehabilitation Authority (ERRA) and to the two provinces most affected by the earthquake. The reinforced team will produce donor and sector profiles and analysis for Government at central, provincial and district levels, as well as providing project tracking information for Government and the assistance community more generally.

The overarching goals of the project are informed by the harmonisation and alignment commitments articulated in Paris Declaration on Aid Effectiveness of March 2005. In order to provide services that will support coordination and enhance aid effectiveness, the EAD will draw on the project’s second component: a project tracking and aid information management system, which will be designed to meet the particular requirements of Pakistan. This will meet the Government’s long-term aid coordination and project tracking requirements, but will in the first phase focus primarily on earthquake-related recovery and reconstruction projects.
