Disasters have been recognized as fundamental obstacles to the achievement of quality Education for All. In pursuit of that overriding EFA objective, UNESCO advocates for a holistic response by looking at the education system beyond primary schooling interventions. UNESCO has closely worked with the government authorities and has coordinated with other UN agencies and NGOs through the cluster process.
