This paper is in two sections: Section I discusses Pakistan’s progress and the challenges
faced in achieving the Millennium Development Goal of universal primary education; the
current and potential contribution of volunteerism in achieving this goal and
recommendations on fostering an enabling environment for volunteerism. Section II
highlights the importance of madrassahs in Pakistan and suggests some strategies to
mainstream these educational institutions with a view to tapping their potential in
achieving universal primary education.
